 Right now, the '''bp_activity_can_comment()''' function in /bp-activity
 /bp-activity-templatetags.php looks for the site option to see if activity
 replies should be disabled for forum posts and blog comments.

 This function should be flexible so we can disable activity replies for
 other activity types.
