 I can confirm that this problem exists for all blogs on our site
 (including the root blog) but '''only''' in "Settings" >> "Discussion" of
 the Dashboard .

 Like I said, this problem is '''only''' occurring for us in "Settings" >>
 "Discussion" of the Dashboard. So it doesn't actually show up on the blog
 itself, just in that section of the blog dashboard.
