 With MU set to "Disabled" new registrations the function
 {{{bp_get_signup_allowed}}} is still allowing "Sign Up" copy to be visible
 (i.e. Sidebar and admin bar).

 Note that sign ups are still disabled; its just the conditional tag that
 doesn't work.
