Comment:

 What are you seeing flicker?  If I navigate to /groups/group_name/home/
 and then click on the "Forum" tab (/groups/group_name/forum/) I see the
 Post New Topic form show up until the AJAX load of the topics list is
 completed. Then the topics list shows up in between the tabs and the Post
 New Topic form.

 Is that what you also observe?
