 I was finally able to get the "Enable Forum" option to appear in Group
 Settings by going through dashboard BuddyPress > Forum Setup > click on
 Link to Reinstall > Set Up New bbPress Installation and new bb-config.php
 was generated.

 Previous forum posts by the non-problematic Group2 are still listed in
 Forum Directory Page and the formerly problematic group can now post topic
 in Forum.
