Changes (by boonebgorges):

  * milestone:  1.3 => 1.4


Comment:

 A quick fix might be to add a subtitle to the Group Forums Directory page
 to the effect that it only lists public groups.

 The larger question about how to list forums is good and important but
 there is no way it'll make it into 1.3 without some submitted patches.
