 There was a typo in the trunk that was making the Settings subnav not
 respect the 'Disable user account deletion?' dashboard option, so that
 users may have been able to see and click that link even when they
 wouldn't in fact be able to go through with the deletion. That has been
 fixed, so that the situation you mention above should never arise.
