 I too have experienced this with the latest Firefox version (3.5.x) on
 windows.  It can also manifest when you click within the text box. The
 second navigation bar comes into view above the first one with a specific
 offset (ie it is seen at the same place with every flicker).  It overlaps
 the edit box.
