 At the moment, even an administrator can not see hidden groups in the
 buddypress backend.

 I don't think it is legal in many countries for an administrator to
 provide a community website where people can open hidden groups that not
 even the administrator can see.

 For example, a terror cell could open a hidden group on our church network
 and use that to plan attacks - without the admin ever noticing.
