 I confirm.
 I have a french translation, update-core.php even specify that "You are
 about to install WordPress 2.8.1 in English. There is a chance this
 upgrade will break your translation. You may prefer to wait for the
 localized version to be released."

 My wp-includes/version.php is up to date (last line : $wpmu_version =
 '2.8.1'; )

 I also run the wpmu-upgrade-site.php?action=update which should have
 updated all blogs databases(tables actually)

 lots of people experience this according to the forum.
