 Site admins should be able to upgrade themes to newer versions from wpmu-
 themes.php instead of only from themes.php . wpmu-themes is clearly a site
 admin page unlike themes.php & it shows all the themes at once. You don't
 want an admin to have an old theme since he accidentally skipped page 3,
 do you?

 However, that might be a little confusing since the apply button is named
 "update themes".

 1. Allow site admins to upgrade themes from wpmu-themes.php
 2. Change "update themes" button to "save changes"
