 Definitely not the best way to fix it! That code is part of WordPress
 itself so it could be a local configuration problem. I don't have a
 Windows server to test though so I can't say for sure.

 What you should probably do is copy the function in pluggable.php into a
 plugin in mu-plugins and just get rid of the $is_IIS check. No need to
 change core files making life more difficult for yourself when upgrading!

 Leaving this open for someone else where IIS to confirm or not this bug.
