 Using 2.7.

 When a site admin creates a new blog via Dashboard -> Site Admin -> Blogs
 -> Add Blogs, if they enter the url as capital letters, they remain as
 such in the database.

 ie: Create a blog with a Blog Address field as 'Blog', within the
 wp_#_options table, the records siteurl, home, and fileupload_url remain
 with the capital 'B' in there.
