 Using [1056] in subdomain mode.

 new user creates a new blog and selects that they don't want their blog to
 appear within the search engines.  The blog does output the nofollow and
 noindex correctly within teh meta tag.

 But, when they visit Dashboard -> Options -> Privacy, the system defaults
 to it being an open blog.
