 I find that adding the following line:

 require('./wp-blog-header.php');

 immediately after line #4 in wp-signup.php:

 require ('wp-config.php');

 corrects the problem with accented characters displaying as their UTF-8
 code rather than as the proper foreign characters.

 I'm not sure what other consequences this might have, however, so I hope
 this support request will still be considered.
