My recommendation would be to use a plugin like Role Scoper (<a href="http://wordpress.org/extend/plugins/role-scoper/">http://wordpress.org/extend/plugins/role-scoper/</a>) to create a custom XML-RPC user role. You can then explicitly grant users the ability to read content but not create content.<br>
