[wp-xmlrpc] Ticket 4603: wp.newCategory should prevent duplicate categories

I just reported http://trac.wordpress.org/ticket/4603.

My proposal is that newCategory should have the behavior "create OR  
LOCATE a category with the specified attributes."

It seems exceedingly unlikely that a client would want to produce a  
category with exactly the same name, slug, and hierarchical location  
(parent category) as another category in the system.

Does anybody have a reason to think otherwise?
