[wp-xmlrpc] wordpress.com, categories as tags

Daniel Jalkut pointed out that posts made via XML-RPC to  
WordPress.com blogs weren't being picked up by the tagging system.   
(WordPress.com uses the categories of a post as global tags.)

We figured out why they weren't part of the tagging system and I've  
deployed the update to all WordPress.com blogs.

I didn't see any breakage in my tests with this patch, but I wanted  
make the list aware of this change just in case.
