[wp-ui] Review for Plugins

It would seem that a "turn plugins ratings off option" could be put into the WP general options page. Then if plugin writers want to play the game there is social pressure for them to play the game. But if the user wants to view the option as "noise" they can customize their user experience. 'cause really the user only needs to see this once. After they have rated it then there is no reason to see it again. (unless the user is trying out a few plugins and comparing them). I did also recently see a plugin which allows a user to input a note about the plugin. I used this to keep a note as to why a plugin was active. keeping a reminder of how it fit into my over all site plan.
