[wp-ui] Admin header background color: light or dark?

Some of these ideas (in particular better support for admin skins)  
have already been talked about a little with regards to future  
releases - things beyond that are probably plugin territory, however  
it's definitely something that could be done very nicely with a little  
bit of work.

I'd welcome everyone to bring these ideas and suggestions to UI Group  
meetings which take place every Tuesday at 2pm Eastern / 7pm GMT, or  
to join the general UI discussions over at http://make.wordpress.org/ui/
