 Thanks for the report!

 Meta Trac, where this report would belong, already has a ticket about
 broken Codex styles when not logged in: #meta6168. I think that if those
 header issues are fixed, it would also fix the footer automatically.
 However, the current plan for the Codex is to remove it instead
 (#meta7256, #meta4487).

 Feel free to comment on #meta6168, but I'll close this ticket because the
 bug is not in WordPress Core.
