 After discussion during the Accessibility Team meeting on 23 October, we
 agreed as a team that we'd agree with the compromise proposed initially by
 Andrea, as described here:

 1) Use a mode-switching button placed in the meta box header, rather than
 hidden in screen options.

 2) On activation, the mode-switch reveals the reorder UI and enables
 dragging.

 3) When enabled, headers would show the move buttons, a cancel button, and
 a drag handle in the header to make the available options clear.

 Our proposed text label for the button would be 'Reorder'; though this
 could take some consideration to reach a final text.
