 Do you have any hard evidence of this? I do not see this happening in any
 production or local environment, the bulk of a page load is usually
 plugins and theme, I see no measurements that suggest PHP parse time is
 abnormally high, or that it has increased in a significant and measurable
 manner. Can you provide numerical data and share your test methodology?
