Comment:

 This was followed up on in a triage session today.

 Since the report, MySQL have resolved the bug by adding
 `utf8mb4_ja_0900_as_cs` and `utf8mb4_ja_0900_as_cs_ks` character sets.
 These can be used to resolve the issue.

 As there is an upstream resolution, it was decided to close this ticket.
