 @ryokuhi I'd totally second your comment. Thanks for the patch!

 [attachment:"47682.diff"] builds on the previous patch and avoids to
 change unrelated colors. It only changes all the occurrences of `#00a0d2`
 when used for `:hover` (and in some cases also for `:active` and
 `:focus`).

 The only usages of `#00a0d2` in core are for borders and backgrounds.
 There's at least one case where the `#00a0d2` background doesn't have a
 sufficient color contrast with white text but this should be addressed in
 a separate ticket.
