 Only if they had been aware of the issue. Since there is very little
 documentation available, it's no surprise that they didn't.  I don't think
 having plugins add an additional and semantically meaningless `<div>` is
 good practice. Instead, Core should make it easier to have consistent
 styling in the privacy policy guide automatically.
