Comment:

 After some discussions and input, the `imagick` module will remain a
 recommendation (as it is now), because it enhances WordPress'
 capabilities.

 If you are missing both `imagick` and `gd` you will be given a critical
 item, as there is then no way to process images, which is considered an
 integral part of WordPress it self (this is also the current behavior).
