 Worked with @allendav, @mikejolley, and @karmatosed on the export screen.
 [attachment:Personal Data Export screen.png] shows what the Personal Data
 Export screen should look like, while [attachment:Email data button
 flow.png] and [attachment:Download data flow.png] go into specific flows
 around the downloading and emailing of data exports.
