 I think we need to show all Widget Areas (in Customizer), and for those
 that does not show on current page - just to add a notice that this Widget
 Area is not on the current page. What if the theme developer added a
 sidebar to an unknown page template, like search page, how would you know
 that you need to go to search page for adding widgets...?

 I agree with comment number 11,
