 feel it makes sense to use at least the same height, and we can make use

 I agree "Inactive" isn't the right word. "Pre-filled," to me sounds like
 someone else has filled them for me, rather than widgets I was previously
 using. We can definitely explore this further, maybe as a cross-
 customizer-wpadmin ticket after getting this into trunk, but before
 shipping in a release. @michelleweber might have some ideas around copy.

 I like this idea, but I don't want to introduce new design patterns to the
 Customizer at this time, so I think I'll stick with an accordion.

 fold it when there are more than 5. As an addition: we should show on the
 closed accordion a counter that shows how many items are inside.

 Good idea, I'll add a counter to inactive widgets.
