 @melchoyce How should we handle the case where there are many widgets
 (dozens) in the inactive widgets area. Taking the widgets admin screen as
 an example, the list of available widgets to add appears '''below''' the
 list of available widgets: [attachment:widgets-admin-screen-available-

 Given that, should the list of inactive widgets not also appear below the
 list of available widgets to add? We talked about there being a
 collapsable accordion, but this seems it would only be necessary if the
 inactive widgets are shown at the top. If they are shown at the bottom,
 then we could just list them all out separately like on the widgets admin
 screen, and it would be seem to make more sense when typing in the search
 box when filtering down the list of widgets. If I type "Text" it could
 show the available Text widget to add at the top, followed by all inactive
 Text widgets below and also any inactive widgets that have “Text” in their
 title.

 Also, as of #19159, there is “Clear Inactive Widgets” button added
 specifically for the use case of there being a lot of widgets in the
 inactive widgets area. Should there similarly be a clear-all button in the
 context of the customizer for parity with the admin screen?
