 [attachment:39256.4.diff] is ready for commit, but it would be nice to
 modify `rest_get_date_with_gmt` in place rather than deprecating it.  I
 think this should be fine, @dd32 do you agree?

 The `rest-api` plugin is a no-op in 4.7+, and the `custom-contact-forms`
 plugin [https://plugins.trac.wordpress.org/browser/custom-contact-
 forms/tags/7.8.5/classes/class-ccf-custom-contact-forms.php#L144 does not
 load the API endpoints in 4.7+].
