 In #39910 it is proposed that available widgets should be able to be
 dragged over into the sidebar instead of always only appending the widget
 to the end of the sidebar. If this is 👍🏻 then it would make a lot of
 sense for restoring inactive widgets to a sidebar: they should also be
 draggable.

 If so, should that be part of implementing @folletto's design? I suppose
 it wouldn't have much real design impacts other than being able to drag an
 inactive widget in addition to being able to click on one.
