New description:

 The `meta_type` and `meta_compare`  input argument is missing in the
 get_terms() function's DocBlock.

 I also noticed they are missing in `WP_Term_Query::__construct()`
 DocBlock.
 I also noticed there is no Document available for these two argument in
 https://developer.wordpress.org/reference/functions/get_terms/
