 I was having the 404 error trying to access the admin dashboard in a new
 WordPress multisite installation, and doing this two changes:

 > - 4: there should be <action type="Rewrite" url="{R:2}" /> I think
 > - 5: there should be <action type="Rewrite" url="{R:3}" /> I think

 solved the error.

 This with WordPress 4.7.2 (fresh install) and IIS 8 (windows 2012 R2)
