 Testing in large-dimensioned viewports in Chrome, Safari, and Firefox
 checks out. In IE9 and IE11, I don't see any regressions with the patch.
 But, I will note in IE that, with and without the patch, the Hide Controls
 link is… hidden. This seems to be due to the `z-index: -1` introduced in
 r39214 for #38762. Maybe there would be some way to fix that in this patch
 as well?
