 I would like to +1 that under WP 4.5.x + multisite this still appears to
 be an issue on iPads and probably iPhones too. A customer just reported it
 to me and I had to tell her that, if she only has access on her iPad, she
 has to remove all the photos from the gallery and then, one by one,
 individually add them back in in the order she wants them in (which was
 really not a lot of fun giving that as a "solution").

 Drag and drop to reorder media files in Galleries (Edit Gallery screen) is
 not working on the iPad, which of course, most of my clients use to manage
 their websites anymore.

 I don't know what other issues have gotten mixed up in this bug report,
 but it does appear that on the Edit Gallery screen, drag and drop to
 reorder media files is still not fixed for Safari / iOS.  Thanks
