 This should be in core. For both Dutch and German there are two different
 translations (normal and formal). In the Netherlands people are
 complaining that if they choose the formal translation, fallback language
 is English in stead of the normal Dutch translation. It takes a lot of
 time and efforts to translate the formal versions of core/plugins/themes.
