 Hopefully we have captured what is needed in the below shots.

 The options for all widgets will be changed to Move | Remove

 Clicking Move will open the reorder menu which will have a new option that
 is always visible, named “Save for Later”

 Clicking Remove will do the same thing as "Save for Later"

 When a widget type has widgets configured but unassigned to a widget area,
 those widgets will be  displayed with a drop down arrow to the right of
 the widget type under "Add a Widget":

 Clicking on a widget type will automatically add an unconfigured widget to
 the widget area as it does today. Clicking on the arrow will drop down and
 display unassigned configured widgets.

 Upon hovering over an unassigned configured widget, a link to either add
 the widget or delete the widget will appear.

 Delete will permanently remove your widget. Add, will move the widget to
 your current widget area.

 Heres a view of of the add a widget collapsed. Notice the drop down
 arrows.
