 With WP_Site is being merged in #32450 and we need a way to get query the
 blogs table in a consistent way of querying for sites.

 This class could be used to logic instead the following functions

 get_id_from_blogname
 get_blogaddress_by_id
 get_blog_details
 get_blog_status
 get_last_updated
 get_blog_id_from_url
 domain_exists
 wp_get_sites
 get_site_by_path ( Not sure about this one )
 ms_allowed_http_request_hosts

 This class could also be used to create a sites endpoint in the rest api.
