 I've run into this problem on a several sites over the years (thought I
 commented multiple times on this thread) but I gave up hope for a patch
 years ago though when core committers started saying "Use the customizer"
 and "wontfix" to the various tickets on this topic.

 What I've been doing on sites with large menu systems is to split every
 top level menu item into it's own menu. That's crummy, but it's reliable
 and doesn't require hacking core on a production site and frankly works
 better for users than trying to navigate those same menus in the
 customizer.

 FWIW, I tested the last patch, it works for me.

 My hope has been that WP API V2 would bring a new foundation upon which a
 non-customizer fix to this could be built.  There is a menus extension in
 testing for the API https://github.com/unfulvio/wp-api-menus but I haven't
 tried working with it yet myself.
