 Hi and welcome to Trac,

 By default, WordPress has the user roles it requires to do most tasks. In
 some cases though, where you find a need more fine grained control, a
 plugin is really the best approach (as there are so many different
 situations accounting for them all would be impossible).

 You can find a list of plugins that will let you define new user groups
 and what they can do at
