 What if we converted the basic array into a true object and a new hook
 that ran after the main admin_menu hook, so we could begin to issue doing
 it wrong notices if the admin_menu has actions set on it.

 The new object could do whatever it needed and still be compatible for a
 good deal of hacks too.
