Comment:

 The translation of the string was incorrect, It had curly quotes in the
 `href="%s"` translations.

 I've submitted a fix for the string:
 https://translate.wordpress.org/projects/wp/dev/admin/tr/default?filters[status]=either&filters[original_id]=2460601&sort[by]=translation_date_added&sort[how]=asc

 Marking this as invalid as it's a Translation bug, and not a WordPress
 core issue.
 It'll be fixed in the next translation update for tr_TR.
