Comment:

 I’m not convinced it’s a core issue. Do you mind trying to do the core
 update via FTP or Git/SVN instead of from the WP-Admin?

 Other options are disabling all plugins (and switching to a default theme)
 in the event the upgrade is being prevented by a plugin/theme conflict.
