 Per feedback from @boonebgorges and @obenland, [attachment:36173.21.diff]
 changes "Preview mobile, tablet, and desktop views directly in the
 customizer." to be two strings -- one with a link, and one without.

 Tried to have this match up with the way this is done for Site Identity.
