Comment (by gitlost):

 The test `test_wp_add_inline_script_before_concat_with_core_dependency()`
 can be made to work if it's acceptable to not concatenate when there's
 before inline script, the same as when there's after inline script, and
 losing the `$print_html_before` stuff and just using `$print_html`.
