 +1 for changing the string on the install page to match the setting.

 If I remember correctly, we went with the "discourage" vernacular in
 settings explicitly because "Allow" implies that you have ultimate control
 over whether search engines index your site, which isn't really true. The
 subtext of "It is up to search engines to honor this request" along with
 "Discourage" makes that relationship clearer.
