 @obenland hi, my personal opinion is still that this is more helpful for
 theme authors than for final users, as your sentence above implies :) I'd
 recommend to pair it with #31315 as @helen suggested, because WordPress
 should never output markup without giving developers the ability to easily
 change it.

 it always depends on the content structure and the total number of
 navigational landmarks in a page so there's not an ultimate answer. Using
 one more `<nav>` is not a problem ''per se'' but it may be, especially if
 developers are going to use it thinking that it's always right "because
 WordPress does it this way" :)
