 I like no-submenus thing, but I'm not going to have the time to shepard a
 UX change like that through 4.4. In an ideal world, the settings pages
 would also have some sort of API even if that just means putting all the
 settings's HTML into a PHP array that can be passed through a filter so
 people can add and remove settings more easily (same would go for the user
 settings pages). If someone is wanting to work on either of those I'll be
 happy to help with it.
